Jeff Asher and Ben Horwitz formed AH Datalytics with one clear purpose: to provide 21st Century analytics to organizations serving the public good. AH Datalytics specializes in producing analytical insights that inform organizational decision-making. Our goal is to transform organizations to become data-driven.

AH Datalytics partners with dozens of organizations to optimize the structuring of their data collection and presentation. We create compelling data visualizations and thoughtful analyses to inform decision-making and promote transparency.

Jeff

Jeff Asher

Co-founder

Jeff is a nationally recognized data analyst with expertise in evaluating criminal justice data. Jeff’s work has been instrumental in informing the public discourse on the challenges of using incomplete data to support analyses and inform decisions to solve complex problems.

Before launching AH Datalytics, Jeff worked as an analyst for the Central Intelligence Agency where he worked onit’s classified, the U.S. Department of Defense, and as an analyst with the New Orleans Police Department. He has conducted countless qualitative analyses to produce comprehensive data products to support decision-making.

Jeff has pioneered the use of data visualizations to display compelling insights into the New Orleans criminal justice system in his role as a public safety consultant for the New Orleans City Council. He has refined his authority as an analyst through ingenuity, creativity, and a strong belief that 21st Century analytics is the key to helping organizations access the information that matters.

Jeff’s work has been published in numerous national publications, including FiveThirtyEight, The New York Times, Slate, and more. Jeff obtained his master’s degree from George Washington University and has a bachelor’s degree from the University of Texas.

Ben

Ben Horwitz

Co-Founder

Ben is a nationally recognized expert in data-driven policy management and criminal justice data systems. Ben’s work has been instrumental in analyzing organizational problems, evaluating possible solutions, and building data-driven organizations.

Ben’s influential collaborations have been with the U.S. Department of Justice, National Policing Institute, Albuquerque Police Department, Puerto Rico Police Bureau, the Baltimore Police Department, and others. Before launching AH Datalytics, Ben worked as the Director of Analytics for the New Orleans Police Department, where he instituted a crime analyst unit and implemented the nationally recognized Management Analytics for Excellence (MAX). This platform assists in optimizing police management in the areas of crime, community policing, consent decree compliance, and much more.

He has built numerous dashboards and data visualizations that are publicly available and has created methodologies, authored analyses, and disseminated economic, demographic, and other data sets to serve governmental, business, and non-profit organizations. Ben has a master’s degree in Public Policy and Management from Carnegie Mellon University that specializes in the intersection of data, information systems, and public policy. Ben holds a Bachelor’s of Arts from American University.

Carlos Sánchez Sánchez

Senior Analyst - Puerto Rico Police Bureau

Carlos Sánchez Sánchez is a senior analyst for the AH Datalytics’ Puerto Rico Police Bureau project. Carlos passionate about using technology and analytics to create efficiencies for organizations.

Prior to joining AH Datalytics, Carlos was a lead data engineer for Propulsa where he lead a team of 4 other developers and originated critical technical infrastructure using Python, AWS, Jira, and Bitbucket. Prior to that role he was an operations analyst at UPhealth where he developed algorithms and KPIs for call center forecasting, live-optimization of agent scheduling, and ETL data pipelines with Python and Salesforce. He was also responsible for developing reports, dashboards, and detailed analyses used for strategy across sales, operations, IT, finance, and development teams.

Dave Hatten

Program Manager - Real-Time Crime Index

Dave is the Real-time Crime Index (RTCI) Program Manager. He is an expert evaluator of place-based policing strategies and the use of spatial analysis in the field of criminal justice.

Prior to joining AH Datalytics, Dave worked as a post-doctoral researcher at the Boston Area Research Initiative (BARI) at Northeastern University, conducting research at the intersection of crime, geography, and public health.

Additionally, Dave was the lead research assistant and quantitative methodologist on an NIJ-funded project evaluating ShotSpotter technology deployment and its related crime reduction effects in Kansas City, MI and Chicago, IL. He previously spent time as a lead GIS analyst with the City of Philadelphia.

Dave’s research has been published several times in high-impact criminal justice journals and he has served as a reviewer for Criminology and the American Sociology Review. He completed his doctoral studies at the John Jay College of Criminal Justice/CUNY Graduate Center with a dissertation titled, Where Gunshots Turn Fatal: A Geographic Examination of the Spatial Patterning of Gun Violence. Dave also holds a master’s degree from Temple University and a bachelor’s degree from the University at Buffalo (UB).

Haley Shaeffer

Senior Analyst

Haley is an analyst at AH Datalytics. She is passionate about using data to ensure equitable action in the public service space. She believes that data can enhance understanding and help organizations make better decisions.

Prior to joining AH Datalytics, Haley worked as a senior research analyst at United Way of Central Indiana. There she helped to grow United Way of Central Indiana’s data capabilities through the implementation and maintenance of an internal data warehouse. She also assisted with the creation of dashboards, interactive maps, and detailed reports that helped improve the understanding of the impact of United Way of Central Indiana’s work in the community.

Haley has a master’s degree in Geographic Information Science from Indiana University-Purdue University of Indianapolis. In coordination with the Children’s Museum of Indianapolis, her thesis work focused on a geospatial analysis of letters received by Ryan White, a child diagnosed with AIDS in 1984. Haley also holds a bachelor’s degree in Anthropology from Indiana University-Purdue University of Indianapolis.

Jeff Horwitz

Education Consultant

Jeff has spent 20 years in education including leading two independent schools in St. Louis. Jeff is passionate about providing elementary school students with opportunities to receive a personalized, 21st century education, grow through Project Based Learning, and use technology as a tool. He believes that the social emotional lives of children is equally as important as the academic and that empathy and collaboration are cornerstone skills for the future. Through his career Jeff saw first hand the impact high quality data practices can have on student achievement and worked to build quality data systems into the classrooms and schools he led.

Prior to becoming an administrator, Jeff taught kindergarten through third grade in public and private schools. He is skilled at using technology as a creation, communication, collaboration and teaching tool. Jeff currently travels the country supporting schools to meet the needs of all learners. Jeff enjoys collaborating with teachers on how to use technology to enhance their teaching, how to use student centered techniques to prepare students for the world they will inherit, and how to engage parents in the process.

Katie Schwipps

Senior Analyst - Real-Time Crime Index

Katie is a Senior Analyst at AH Datalytics on the Real-Time Crime Index team. She brings a passion for public service and a strong desire to use data to help drive positive change and improve measurable outcomes in society.

Prior to joining AH Datalytics, Katie spent time working in research and data analytics in the government, non-profit, and technology sectors. She led the development of United Way of Central Indiana’s first publicly facing data dashboards to highlight the impact of dollars spent to provide needed services to individuals in central Indiana. In addition, she was part of a research team at the Indiana Criminal Justice Institute that applied for and received a grant from the Bureau of Justice Statistics to evaluate the racial and ethnic disparities within the juvenile justice system in Indiana. She has experience helping organizations improve how they collect, store, and analyze data to move towards more data-driven decision-making models.

Katie completed her master’s degree in Political Science at Ball State University, where she focused on research methodology and the Executive and Judicial branches of the federal government. She also obtained her bachelor’s degree from Ball State University.

Oscar Boochever

Senior Data Analyst - Real-Time Crime Index

Oscar is a Senior Data Analyst on the Real-Time Crime Index team. Experienced in transforming quantitative data into actionable recommendations, he strives to bridge the gap between research and real-world impact.

Oscar has worked with numerous state and local governments to improve effectiveness and equity in public safety service delivery. Some past clients include the Montgomery, AL Office of Violence Prevention, the NC Governor’s Office, and the Philadelphia District Attorney’s Office. Prior to joining AH Datalytics, Oscar was working as a Data Analyst & Policy Advisor for the Massachusetts Attorney General’s Office.

Oscar is a former educator with experience teaching both in the Tennessee public school system and Upstate New York prison system. He has a Master’s in Public Policy from the Harvard Kennedy School, a Master of Education from Lipscomb University, and a Bachelor’s degree in Economics from Cornell University.

Rachel Weinstein

Research Analyst

Rachel is a research analyst at AH Datalytics. She is passionate about improving the health and quality of life of populations with data-driven decision making.

Before joining AH Datalytics, Rachel was the senior data analyst at The Data Center of Southeast Louisiana. There she built an automated data system that produced an up-to-date data profile for all 72 neighborhoods of New Orleans. Additionally, she was awarded a grant to study life expectancy at the neighborhood level. She was on the front lines of analyzing, interpreting, and visualizing COVID-19 data as early as March 2020 for the New Orleans Metro area. She released several publications that enhanced local understanding of the pandemic and informed policy response. Prior to The Data Center, Rachel was a data analyst for Making Connections, a project within Mayor Mitch Landrieu’s NOLA FOR LIFE, comprehensive Murder Reduction Strategy. Rachel’s work as an analyst, researcher and science communicator has led to more equitable policy and programming decisions across the region.

Rachel’s work has been highlighted in articles published nationally by the Associated Press and The Huffington Post, as well as locally by NOLA.com and LA Illuminator. Rachel has a master’s degree in Public Health from Tulane School of Public Health and Tropical Medicine and a bachelor’s degree from George Mason University.

Rafael Perez-Torres

Senior Analyst - Puerto Rico Police Bureau

Rafael Perez-Torres is a senior analyst for the AH Datalytics’ Puerto Rico Police Bureau project. Rafael is skilled in extracting, interpreting, and analyzing data in a fast-paced environment.

Prior to joining AH Datalytics, Rafael was a senior business analyst for MCS where he regularly liaised between IT and the operational areas for data management, data analysis, and visualizations. He regularly created critical reports to help management and clients understand the data, and automated many operational processes. Throughout his career as an analyst, Rafael has focused on finding ways to automate data routines and present data in clear and compelling ways to various stakeholders. Rafael has a Bachelor’s degree in Geography from the University of Puerto Rico and a Masters Degree from the City University of New York in Geography and Data Science.

Rebecca Osakwe

Senior Analyst

Rebecca is a senior analyst with AH Datalytics. She has over ten years of experience analyzing, presenting, and using data to explain data insights to decision-makers and non-technical audiences.

Before joining AH Datalytics, Rebecca developed her data science skills in the context of different organizations in the U.S. and in Costa Rica. These include: Xavier University of Louisiana, as the Director of Data Science and Analytics; the City of New Orleans, as a data analyst for the Law Enforcement Performance Auditing team; The Data Center, as a research analyst; and Environment for Development’s Central America branch in Costa Rica, as a junior researcher.

Rebecca holds a master’s degree in Agricultural and Resource Economics from the University of California at Davis, and a bachelor’s degree in Economics from Stanford University. She has native fluency in English and Spanish and professional proficiency in French.

Rosángela Rosario Berríos

Lead Data Analyst - Puerto Rico Police Bureau

Rosángela Rosario Berríos is the lead data analyst for the AH Datalytics’ Puerto Rico Police Bureau project. Rosángela has extensive experience in business intelligence, data analysis, and statistics.

Prior to joining AH Datalytyics, Rosángela worked as a business data analyst in the insurance, healthcare, and finance industries. In those roles she managed large databases to identify trends and patterns, developed ETL routines, and designed critical dashboards for understanding important aspects of business operations. She built automatic procedures for keeping data products updated and helped clients understand their data and business needs in simple terms. She has a Masters Degree in Public Health Systems Research and Evaluation from the University of Puerto Rico and a Bachelor’s Degree from the University of Puerto Rico.
